Klei's recommended two-level setup is two server processes rather than one, and a cluster works only when thirteen keys across three files agree. Both are settled before you see it.
One plan runs Master and Caves, not just Master
Klei are explicit that a two-level world means two processes: one -shard Master, one -shard Caves, reading a shared cluster.ini.
