VEIN's server is a native Linux build with a small settings surface. What matters is where that surface lives: not the launch line, but a Game.ini we rewrite on the way up.
Public or private is one field, decided before the server boots
bShouldAdvertise decides whether your server shows up in VEIN's in-game browser, and it ships enabled — right for a community server, wrong for six friends, because a server that advertises is one strangers try to join. It and the password are written at boot.
Six values always stick, and the rest of the file is left alone
Player count, server name, bind address, password, query port and the advertise flag are rewritten from the Startup tab on every boot, so those six cannot silently revert. Everything else in Game.ini is yours: the install only seeds a stock file when none exists.

Neither costs extra.
Do I need a dedicated IP?
Only if you want one. A dedicated IPv4 address gives your VEIN server its own entry in the in-game server browser and puts it on the game's default port, so players can connect by typing just the IP address. Without one your server shares an IP with other servers and uses its own port instead — it runs exactly the same and your friends can still join, they just need the IP and the port together. It costs $5.00 a month if you decide you want it.
